SANGER EIFD PUBLIC FINANCING AUTHORITY - NOTICE OF THIRD PUBLIC HEARING

 NOTICE IS HEREBY GIVEN that, pursuant to Government Code Section 53398.66, the Public Financing Authority of the North Academy Corridor Enhanced Infrastructure Financing District (“Public Financing Authority” or “PFA”), will hold a Public Hearing on Tuesday, August 23, 2022, at 6:00 P.M. in the City Hall Council Chambers, 1700 7th Street, Sanger, CA, 93657. The Public Financing Authority will meet at the time and place stated above to answer questions and hear written and oral comments and objections related to the proposed Sanger North Academy Corridor Enhanced Infrastructure Financing District (“Sanger EIFD”) and the draft Infrastructure Financing Plan (“IFP”) prepared pursuant to Government Code Section 53398.63.  This Public Hearing will be the third of three public hearings to consider the draft IFP. At this third hearing, the Public Financing Authority will consider written and oral public comments or objections to the draft IFP and may take action to adopt the IFP by resolution if there is not a protest from the majority of landowners and residents within the EIFD. Each landowner and resident within the EIFD has the right to submit an oral or written protest before the close of the public hearing. The protest may state that the landowner or resident objects to the Public Financing Authority taking action to implement the IFP.

The purpose of the Sanger EIFD is to finance public capital facilities, such as water and sewer utility infrastructure and other specified projects of communitywide significance that provide significant benefits and promote economic development within the boundaries of the Sanger EIFD or the surrounding community, and for those facilities located outside the Sanger EIFD boundaries which also have a tangible connection to the work of the Sanger EIFD. The proposed Sanger EIFD encompasses approximately 270 acres of land, representing approximately 7% of the total acres of land in the City limits, as identified in the Boundary Map contained in the draft IFP. As described in the draft IFP, the financial arrangements include the proposed commitment by the City of Sanger of incremental property tax revenues generated within the Sanger EIFD (no new taxes for property owners, residents, or businesses within or outside the EIFD boundaries). Proposed facilities and financial arrangements are described more specifically in the draft IFP, including the plan for issuing debt, the proposed fiscal impacts on taxing entities, and other items required by Government Code Section 53398.63. All persons having any comments or objections on the draft IFP, the proposed EIFD, or the regularity of any of the prior proceedings, may appear before the PFA at the aforementioned time and place to provide written or oral comments or objections to the adoption of the proposed IFP or formation of the proposed EIFD by the PFA. Any person having any comments on the proposed Sanger EIFD may do so as follows:

  1. Attend In Person:   Members of the public may participate in the PFA hearing by attending in-person at the City Hall Council Chambers located at 1700 7th Street, Sanger, CA, 93657.

  3. Submit Written Comments: Written comments can be submitted to the PFA before or during the PFA hearing.  Those written comments will be made a part of the written record. Comments may be submitted to the City Clerk via email at bramirez@ci.sanger.ca.us, via mail to ATTN: City Clerk, 1700 7th Street, Sanger, CA, 93657, or dropped off in person at the City Clerk’s Office located at City Hall. Please identify “Sanger EIFD” in your comments. 

This Notice constitutes the notice pursuant to Government Code Sections 53398.66(c) and 53398.66(i).
